    OT: The word has old roots in slang like many other words in the dictionary, but that doesn't mean it isn't or can't be used widely by any publication. I concede that uncommon siya, at least as far as local use goes, but that doesn't make it wrong either.

    reading the article, surely the author was trying to emphasize "TOP EDUCATION" meaning higher education as in collegiate or post secondary education by mere mention of CHED; and not the overall quality of education we had.

    It's a music to the ears that we're on 3rd place in "the number of people knows to speak english" but I will not believe in that survey. Most of us are not really good in conversing or speaking in English. That's a fact. The number of call center agents will not equate nor surpass other countries who are native English speakers. That's why the thread title misleads.

    Well, writing is different from speaking. Besides, they don't mind the spelling or grammar since it is their main language unlike us where we are fan of spell-checkers, dictionaries and google.

    how can you assume that 50% of Pinoy knows english ? eh most if not many of our books, signs, music, references, website we visit etc is english and the fact that english is one of our official language. Im pretty sure 9 of 10 pinoy can understand what an american would ask them.

    Accepted fact naman na 3rd largest english speaking country ang Philippines i can hear that from CNN and BBC.

    how about the UAE,GERMANS, RUSSIANS, ITALIANS,FRENCH,CHINESE, JAPANESE,KOREANS and etc. wa pa cguroy 20% sa ilang population ang fluent ug english ha. pero ngilngig ni nga mga countries. sila nag imbento mga gamit CARS,CELFONEs (ANDOID) OIL&GAS,LUXURY CARS, Planes, JET FIGHTERS, SPACESHIP,SUBMARINE ug unsa pana diha
