OIC takes over Gonzales’s duties

EXECUTIVE Secretary Eduardo Ermita, to dispel speculations, on Tuesday emphatically denied rumors that on-leave National Security Adviser Norberto Gonzales was going to be relieved of his job.
Ermita announced that an officer in charge, Gen. Victor Mayo, will assume Gonzales’s post at the National Security Council in an acting capacity for as long as Gonzales is on leave.
Mayo is the brother of the late Gen. Job Mayo. He is a classmate of the Interior and Local Government Secretary Angelo T. Reyes, who, like Ermita, is himself a former general of the Armed Forces.
“Gonzales continues to enjoy the confidence of the President,” Ermita said. “When he is well and ready, he will resume his work as national security adviser.”
Ermita said Gonzales is waiting for the second and third medical opinions whether he should have open-heart surgery.
Ermita would not comment on the senators’ judgment to detain Gonzales for having been in contempt of the Senate. Gonzales had refused to answer the most basic questions about the controversial P50-million Venable contract for the services of an American lobby firm to help win approval of Philippine Charter changes.
A habeas corpus petition to have him released from Senate custody is still pending in the Supreme Court.
Sen. Joker Arroyo, chair of the blue-ribbon committee, said Gonzales has to file a formal motion in the committee explaining why he should be released.
He said Gonzales could not just go on medical leave on the say-so of his doctors from Sweden.
Arroyo has conferred with the minority leader, Sen. Aquilino Pimentel Jr., and they agreed that if Gonzales files a motion for his release from Senate custody for reasons of health, “the blue-ribbon committee would convene and deliberate on the motion with dispatch and concern.”
In a memorandum filed on October 17 the blue-ribbon committee and the Senate sergeant of arms informed the Supreme Court that Gonzales is holding office at the Philippine Heart Center and continues to function as the head of the National Intelligence Coordinating Agency.
“He has a staff of 11 officials from the Security Council who report every day during and after office hours. Eight policemen from the PNP are there not to guard him but act as his personal security men,” Arroyo said in a statement explaining the memo to the Supreme Court.
He said only two employees from the Office of the Senate sergeant at arms are present at the hospital as symbolic custodians.
According to the records of Senate sergeant at arms, Maj. Gen. Jose Balajadia, Gonzales has received 224 unrestricted visitors since his detention.
Sen. Juan Ponce Enrile, asked if he had changed his mind after Gonzales filed for a leave of absence on medical grounds, said he agreed with the blue-ribbon committee’s decision to hold Gonzales.
Enrile said the diagnosis of Gonzales’s doctors has nothing to do with the issue before the Senate.
Sen. Ralph Recto said he would rather let Gonzales take a leave of absence.
“I think the guy is sick, so I suppose he needs to be operated on. And I think the Senate should be considerate as well. And we can continue with our Venable hearings anyway and invite other personalities,” Recto said.
