sir, it's quite rare to find surplus shops here in cebu... but there's one downtown. it's in Junquera Street. just beside cosmopolitan funeral homes, beside Bottom's Up KTV bar. they sell lots of stuff down there. from ammunition boxes to combat shoes. or, maybe you can try the supply depot at the Central Command. If you have connections inside, maybe you can get some stuffs for a price. Yeah, marami sa pampanga, pero it's a haven sa baguio. Maraming marami talaga doon sa baguio. hehehehe! wish I could go back there.
