Hi all,
In regards to that last note, on why there is such a harsh and strict statement, is because this event is a first for the country. This is the first time a government unit is putting an eye on e-Sports and on "Gaming" in general.
The future of e-Sports in the Philippines would be determined by the outcome of this event, it's success would mean a full-fledged support from the Government and a good Exposure from the media. That would also mean that the Philippines will be "officially recognized" as a member country of the IeSF (International eSports Federation).
The organizers of this event, the PeSO (Philippine eSports Organization), are tapping into the local Computer Enthusiasts community to help build one of the things that we loved but gravely lacked, a unified Rig Show and LAN Party.
How does this work? The rigs brought in will be used for the DotA, Starcraft II, and AVA Tournaments. We have already devised a system that will smooth out this process. After the tournaments, at around 8pm and also in the middle, during breaks, the rigs are then free for the owners to use and play on. T-Shirts and IDs are also given to the volunteers as well as "food stipends" (though we are still undergoing negotiations for this, the food).
Seeing that the computer enthusiasts / volunteers play an integral part in this event, by certifying, promising, verifying that you attend the event and fail to show up on the day, you have then created a disruption of the event, though small, it always becomes big in the eyes of the Government, and you will become a cause for it's failure.
So how do we prevent this, we are inviting everyone to join, you may list down even if you are not sure to attend. There are 2 LAN Parties in the coming days, a representative from PeSO will be present in both events to take down the names of those who will confirm to attend and brief them on what needs to be done.
The final list will then be updated here and case closed. Everybody enjoys.

What happens next after all this?
PeSO will present to the Cebu Government the statistics that will be gathered from the event. We will present to them the idea that "There are a lot of Computer Enthusiasts in Cebu, but they don't have an event that gathers them all together and showcase their talents and passion. Davao have their Cyber Expo, Taiwan have their Computex, but what do we got?".
With this, we are hoping for an endorsement from the City Government and pave the way for our very own Cyber Expo ala Computex events in the future.
