if ang argument is para mahiluna iya kalag, he could've had that decent burial ages ago, on the day his remains arrived in Philippine soils. that was the first political victory for the Marcoses after being shamefully evicted from the country.

sa pagkadaghan nila ug nakawat sa Pinas mapalubong na ta nila bisag asa, except for the Libingan ng mga Bayani, but they did not. this fight for his blasted "right" to be buried in that cemetery is seen as one of their political strategies to regain power in the country. it would mean another political victory for the Marcoses.
