yes i can agree with you at some points bro. The DENR does lack holding facilities for sequestered animals but that is highly due to budget problems. Do you know that there are only 2 DENR personnel that is in charge for monitoring the influx of animals here in Cebu? That is a lot of job for only two persons who are on a meager budget and salary. Lets not put the blame so much on DENR but more on the priority of our existing government. If environmental concerns were on the top priority then this could have been prevented. More so, the keeping of sea turtle at hand is a necessity as it is an evidence for the pursuance of suit cases against perpetrators or poachers.....as to why they are kept soooooo long and not being released back to the wild......ask your Justice system as to why an endangered life be made to wait for an arrainment.

actually only less than 20% of the total number of snake species is potentially dangerous to humans...the rest are considered non-dangerous but not necessarily non-venomous

if i am not mistaken RITM (Research Institute for Tropical Medicine) produces vaccines for snake bites, though the anti-venin is snake specific....a cobra bite cant be cured by a krait's anti-venin. The snake venom is a highly complex protein compound that can only be rendered neutralized by another complementary protein compound that fits perfectly. Snake venom can varry, from hemotoxic (attacks the blood), neurotoxic(attacks the nerve), myotoxic (attacks the peripheral muscles) and some can have joint effects.

WHeres the location of RITM here in cebu? i doubt if they have a wide array of anti venom available, knowing ato govt system nga pirmi wala budget.

RITM is only located in Luzon and mind you they have all anti venin for venomous snakes FROM THE PHILIPPINES. There are very few venomous snakes in the Philippines and a horse serum aint that difficult to produce. Besides RITM another facility in Mindoro is specialised in producing similar anti-venins. Though on a serious bite you'll have to wait for the anti-venin to be shipped to your locality as Cebu Hospitals doesnt have a wide array of these medicines.
