depende ra sad siguro kung unsa nga klase nag high position. if the position requires technical know-how, naturally we would prefer someone who understands the system in its entirety.
thing is, if we follow this criteria for a president, we will simply not find anybody who fits the description because in this case we would be requiring the president to perfectly understand everything. the systems that interlock behind a well managed government is unimaginably complex, and can barely be handled by anybody alone.
this is why we do not require the president to be the most academically gifted, or requiring doctorate degrees, as the crafters of the constitution acknowledged that our academic systems does not have a monopoly on knowledge, much less vision, and how this is acquired by anybody.
because at the end of the day, how one runs the country is not just about the everyday routine of administration, but the vision on how to fulfill a dream of making the country better than it is, and the inspiration to make it come true.
