Have the wound cleaned and ask the hospital what they would recommend re: vaccination. I've been bitten by cats and dogs several times already, but so far, I was only given anti-tetanus shots.
I think observing the cat is out the question, since it's a stray cat. Kuyaw lang sis if ma-tsugi ang cat... because rabid animals would usually die a few days after biting. Hadlok pod sila ug water. Check if your friend has developed fever or feels unwell. Check the wound as well to avoid infections.

so after ana adto na pd mi lain doc kaila sa amu common friend, hatag xa antibiotic dn anti tetanus pd, gi refer japun mi sa city health para sa anti rabies etc. etc..
If the cat's alive and not acting strangely, your friend should be fine. I doubt if public hospitals will "share" their anti-rabies vaccines. Usually private hospitals are the ones that have a ready supply of the vaccine... for a price (of course). From what I heard, they sell it by vial and each vial is worth a number of shots.

didto mi city health ghapon sa animal bite center, mu hatag mn cla free vaccine pero ang first dose ra, ang 2nd to 4th doses ky mu pay na ka. ang paagi didto ky mangita ka ug 4 other people to form one group, then buy mu 1 vial sa vaccine (in our case Verorab), so ang bayad kada tao ky mga 540 pesos, dpende pd asa na pharmacy mu buy ky naa mi kuyog ato 400+ ra ia na bayad. d cla mu hatag TT ug TIG, health center ra dw bahala ana..
at least na inject na jd ako friend hehe observe nlng mi sa iring rn if nai mahitabo nia.. hopefully d to xa rabid..
