The RDC committee used to monitor the implementation of the project during the time of then Cebu governor Emilio "Lito" Osmeña. The project was financed by a loan from the Oversease Economic Cooperation Fund (OECF) of Japan, as recommended by RDC.
But after the completion and turnover of the project from the contractor to DPWH, the monitoring stopped. The highway now falls under the jurisdiction of DPWH, the agency that is also tasked to maintain the highway.
However, because of this concern brought up, the RCD committee immediately instructed their staff to conduct the inspection of the Transcentral Highway from time to time so they will know its status and bring up the matter to DPWH.

no, it is not I just could've thought because her relatives own Sun.Star. Her presence in Cebu politics more started when she worked in Capitol when her father was governor. But before that, some Cebuanos already came to notice her during the Ormoc tragedy.
I am not here to compare who helped more in the Ormoc tragedy. I was only here to cite that Gwen was also instrumental in helping in that tragedy and I don't mean there were no other people helping. Just ask your favorite Jack Jakosalem and im pretty sure you will get a nod from him.
Yes, I've been to Alegria and Malabuyoc. In fact, I have some relatives there. They are what u usually called ghost or sleepy towns, the same breadth u describe to Borbon in the North. But to cite only 2 towns to disprove the general standing of the entire Cebu Province is not a good argument. That is also not the way to judge a town just because it is sleepy. You have to dig statistics if this town improved or not economically, or why it remained that way.
and the term "upwardly mobile" did not come from me. it came from an article by a certain Mojares, a political analysis observer. I don't even exactly know what that term really means...
and btw, Cebu has the potential for tourism domestically and internationally. Mao na gi promote. That's the project of Ace Durano to which the Province just cooperated.
