It all depends what you intent to do. If you want to learn programming to get a job, then its maybe hard here in the country, if you want to learn programming to make money as a freelancer, or selling your own developed products, then no, its absolutely not too late. People here tend to focus on the local market, but the real money is out there, not here in the country. As a freelancer, you can make a lot of money, thanks to the internet and the world wide demand for software.

Try to get a project from a company then try to impress them with your work then when you already have their trust offer them free ideas on how to enhance more their current system or their current workflow. After ana maghulat ra ka kay mangita ra sila nimo. then if naa na kay foothold pwede sila nimo ingnon nga i refer ka sa uban. then everything will just fall into their places.

Yes, I did and do. I was never employed, was since school my own boss
I developed games and applications since the 80's and sold them. A brief history is here: Softtouch Software Design | Custom development

When I intent to write a new program, I usually first analyze the market to get an idea what people want and what does not exist.

My decision to work as freelancer was just the right for me, but might be a bad idea for other, so I can only speak for myself.
