regarding your query pertaining on how to know
whether your power caps are still working...
1. unhook your powercaps from your system
2. get a voltage tester/meter, test the voltage rating.
3. if the voltage will drop drastically(example: from 12 volts down to 6 volts in a second, then your power caps might have reached its limit, dapat magpahuway na siya.)
4. if the voltage will drop slowly, then your powercap is still working.
if you dont have a voltage tester, you could employ a discharging lamp...
simply hook a wire to a bulb(preferably a single contact light bulb - from your signal light), which will connect to the positive and negative terminal.
1. if it will light up then dim slowly, your powercap is still working.
2. if it will light up then dim right away, your powercap needs to be replaced
