Qualifications of Fine Dining: restaurant location and view is excellent, interior of restaurant is elegant, wait-staff is highly skilled in american or french service (sit down dinners) and able to give impeccable service and usually earn executive level salaries if compared to regular offices in the city, you have real chef's in the kitchen (those that earn a minimum of about P50K a month hehehe) and the price is PPPPP.
Limited real fine dining restaurants in Cebu....but so far, Tea of spring (Shang), Palermo (Plantation Bay), Abaca Restaurant (Punta Engano),

I agree with you that Fine Dining has a different classification from just a nicer more expensive restaurant. It's got to have the consistently good ambience, service, dining ware, quality of food, etc. Of course, with it comes a higher price tag.
My favourites are:-
. Abaca Resort - Mactan, Punta Engano Rd. (pass Shangri-La, Hilton)
. Olio - Crossroad
. Acqua - Modern Italian, in Shangri-La
. Cowrie Cove - Seafood, Shangri-La
. Aziza - in Tinder Box, Banilad
. Tinder Box - not really Fine Dining, but their service and quality is always good
. Hola Espana - in Maria Luisa; marginally fine dining
. Chez Lucie - in Banilad opp. country mall; their quality depends on the chef of the day; they have a new authentic French chef right now and the food is great!

Really nice food gyud sa Casa Verde, but it wouldn't pass as Fine Dining, for the criteria listed before.
Oh I haven't been to Casa Verde for a while, do they have any new addition to their menu?

i dont find casa verde that nice jd... their waiters are quite unattentive and the one that usually serves us has this frowning face..mura dili cya ganahan sa iyang job
