Personally I don't think our Filipino people put too much heart into what the Church say about family planning. The main reason why we're over populated it's not because of the church but that majority are poor and uneducated.

I'm sure there are free family planning medicine or injections at clinics, although limited, pero main reason gyud ana kay kapobrehon and way hanaw, marka bahala nalang. Our government needs to do something about this. Go to poor places and start educating women on family planning.
