    In accordance with section 7015(c) of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2009 (Division H, P.L. 111-8 ) , this is to advise that the Millennium Challenge Corporation (“MCC”) intends to obligate up to $5,570,000 in MCC program funds under section 609(g) of the Millennium Challenge Act of 2003, as amended (the “Act”), for the purpose of facilitating the development and implementation of a Millennium Challenge Compact (“Compact”) with the Republic of the Philippines.

    MCC funds will be used to finance the collection of baseline data for monitoring and evaluation activities for a community-driven development project, and detailed designs for two secondary national roads, including environmental and social assessments. The
    aforementioned uses of MCC funds will mitigate project implementation risks, yield accurate cost estimates, and ensure adequate safeguards for proposed investments targeting the poorest areas of the Philippines. These implementation preparations also
    will ensure smoother and more predictable implementation, in the event that a Compact is successfully concluded with the Philippines...

    ...Specific activities to be funded under a 609(g) grant include the following:

    1. Detailed engineering design and technical bid documentation for two road segments on the island of Samar, totaling 222 kilometers;

    2. Environmental and Social Assessment Activities, including (a) Resettlement Action Plans for all four road segments under consideration; and (b) social and gender impact assessments for all four road segments;

    3. Supplemental economic data collection related to Kalahi-CIDSS [Kapit-Bisig Laban sa Kahirapan—Comprehensive and Integrated
    Delivery of Social Services; is the flagship poverty reduction project of the GRP implemented by the Department of Social Welfare and Development];

    4. Monitoring and evaluation preparations for Kalahi-CIDSS...

    P920-M west coast road network eyed in Albay

    Legazpi City (23 September) -- A P920-million road project will soon be implemented linking the coastal towns of Libon and Pioduran in the west coast side of Albay, a top provincial official said on Monday.

    Albay Governor Joey Salceda said he has secured the funding for the Albay West Coast Road project for the construction of a 46-kilometer road network from the municipalities of Pantao to Pioduran.

    He said the supposed funds came from the Millenium Challenge Account Compact Project which was shifted to the Albay West Coast after the Albay Donsol access road project was deemed not quite viable due to technical and civil works difficulties...

    I am an engineer and I had an experience dealing with DPWH people. I would say that this agency is one of the most corrupt agencies in our country.

    My one friend said. D.P.W.H. means "Daghan Projects Wa'y Human-human"

    Default Top 10 most corrupt and inefficient government offices

    The Philippines dropped 16 notches in the latest World Economic Forum (WEF) World Competitiveness Report to No. 87 out of 133 countries. Singapore ranked No. 3, Malaysia 24th, Thailand 36th, and Indonesia at 54th. The Philippines was at the bottom in a list of 23 Asian countries in the earlier World Bank competitiveness survey.

    Reasons for the big drop are again corruption, inefficient governance and poor infrastructure. Good examples of these are, among others, the gross corruption in Road Board projects, World Bank financed road projects in the DPWH, and the continuing questionable transactions in the DoTC, especially airport construction and approval of Marina licenses for shipping.

    The top 10 most corrupt and inefficient government offices are:

    1) DPWH; 2) DoTC; 3) Department of Agriculture; 4) Philippine National Police; 5) Bureau of Customs; 6) Department of Education; 7) Department of Environment and Natural Resources; Pagcor; 9) BIR; and 10) Ombudsman.

    Among the least corrupt are: 1) Department of Tourism; 2) BCDA; 3) DoST; 4) Peza; 5) Bangko Sentral ng Pilipinas; 6) Commission on Human Rights (CHR); 7) Department of Foreign Affairs; DSWD; 9) Office of the Press Secretary; 10) PDEA.

    Neutral but improved are Bureau of Immigration and Deportation (BID) the DND/AFP and the Commission on Higher Education (Ched).

    Meanwhile, Philippine exports dropped 25.4 percent year on year in July while car sales for August dropped for the first time by 8.8 percent. Many stores and restaurants have closed down. With business still bad, there will be fewer substantial contributors to candidates.

    Dili man unta corrupt or inefficient ni nga gov't offices kung ang taxpayer dili mag pa corrupt or mo under the table. Bayad lang unta gud sa sakto subay sa balaod.

    Naka dungog ko sa una nga ang world bank/IMF mo take over sa uban gov't agency like BIR, BOC, among others. Ilang e privatize daw. Tan-awon nato mo bayad naba sa sakto ang mga taxpayer. Basin mo samot na noon ka ot-ot ang nasud kay for sure ang small timer nga negosyante ma pugos gyud ug panira.

    Nag wonder sad ko ngano wala naapil ang Office of the President, Senate ug House of Congress. Mao ni sila mga numero unong dili mamayad ug taxes sa lain nilang negosyo. Plus mo dupa pa sa ilang mga kumpare nga negosyo. Na uban dagko kaayo hacienda klaro na kaayo nilapas na sa balaod sa DAR cge lang gihapon.
