The Philippines could not survive in an all out war...without sacrificing the liberties of its citizens.... before a leader declares war, he must consider the economic implications that war can cause....remember, war doesn't generate revenues, it as a liability....for every bullet shot, for every bomb exploded, these are capital draining "investments" with 0 return at best....example: a bomb dropped by a bomber planes can cost 100,000-250,000 / bomb.... artillery shells can cost at least 35,000/shell..mortar shells costing more than 10,000/shell... for a couple hours operation, how many of these do you think the military can consume? compute that and multiply that for days, months, or years.... if our GDP far exceeds the expected military cost then we can win the war.....the problem is, no one can predict when will the war end.... War is the greatest economic destructive activity any nation can do..... if the government will have deficits, since we have been affected by several natural disasters, the government will be forced to tax the people more, increase foreign borrowing, expelling potential investors, decreasing food and oil supply, imposing mandatory regulations on its citizens for the benefit of an all out war..... these are just but the surface of implications an all out war can bring to our country....if the majority of the people still vote for war after knowing such implications, then we should go ahead and declare war....
