Technically, it's a valid move. They made a big deal out of it coz of Shaq not making his freebies; but if you really think about it, this tactic would not have succeeded if the Big Diesel just made even 80% of his shots.
So yes; as long as players are not able to make their shots, this will always be used. It's also worthy to note that some coaches employ this to other low-FT-% shooters in the opposing team. In fact, this was used on our very own Bruce Bowen and Tim Duncan. That's why in end game situations, it's ALWAYS Manu who gets the inbounds pass.
