@johnnygomezzz: bro, I am not a cd5 user, but I'll give you something.
My Kia pride is a sedan with b3 engine efi will run approximately 10-11km/L, on a condition which is not at its best (for now). This is in a city driving where a lot of stops and traffic. On high-way traffic, I get 14km/L minimum if I travel without any stops. I've been traveling a lot from City to Lutopan or from City to Danao during times which is not so traffic. Each time I travel I will always check the return of my Fuel consumption against the distance I travel (on my speedometer). How did I check it? Here's how.
I know that I can only consume 300 pesos of Fuel when I go to places like Lutopan or Danao since almost every weekend I travel there, and there is still enough Fuel for that 300 pesos when I come back to the City for a day of driving. Here's how I count it. Before I leave the house, I will make sure that my Fuel tank is on a level which my Fuel indicator is already flashing lights (padung na hurot). Then I re-fuel at a near-by Gasoline station, and reset my Km counter (kanang naa sa ubos sa speedometer na 3 digit ra.) and before I re-fuel, i will mark the last position of my fuel indicator and took off. When I get to my distination my Km counter is at 36km, therefore i traveled 36km, and i look at my Fuel indicator, it is still at half way from where the indicator is when I refueled. When I go back, my Km counter is at 70km+ where my Fuel indicator is already flashing, which means my 300 pesos of gasoline is consumed. So all-in-all I traveled 70km+ with only 300pesos of gasoline (5L+ (56+/L of premium gasoline)). Doing the math, 70km/5L that is ~14km/L in High-way driving.
For City driving, everytime I re-fuel, I always wait until my fuel indicator is flashing and I will re-fuel 500pesos of gasoline, and reset my Km counter each time I re-fuel. And it always return atleast 86km and 90km+ max on my Km counter, which 500pesos of gasoline is 8.9L (premium with Php56/L).
I never forget to count my Fuel consumption every time I re-fuel. And FYI, cd5 engine is a B1 engine which is smaller than the B3 engine, which means a less gas-consuming engine.

12km/L is a conservative FC considering that mostly cd5's are almost 20 year old cars.

Yes you can but it will only show you your current position, location, speed of travel & track. It does not show you road maps, adjacent points & location of interest, traffic restriction, buildings, building address, rivers, creeks...
Though it is a common misconception that a GPS unit needs to be bought from a specific location to work. So to answer your question... ALL GPS receivers should work in our country. At least, it will tell you where you are "YOU ARE HERE" kind of thing, it will tell you your coordinates at a given time and location.
However, for navigation purposes it does not help a lot, unless you use it in conjunction with a paper map or better yet a digital map with your unit.
Btw, CDRking GPS is licensed by Papago with maps that is quite ok being it based on RG (Roadguide) map. They vary in terms of the details and capabilities of the map that they come with or that you can buy for them.
