Considering this, Article VIII also expresses the powers and functions of the Judicial departments, as well as the manner and process of how to appoint officers in this department. had ArticleVII, Section 15 been intended to encompass the Judicial departments it would have either, (1) made a reference of the Judicial branch in that particular section or (2) A clause/section with likeness to Article VII, Section 15 had been included in Article VIII.

I don't know. Ikaw kabalo pud ka bro unsa mahitabo? The point is, if ang tao naay nay daghan intriga, dapat mo step down (or inhibit) nalang para walay lalis. I would also say to pnoy or to anybody kay wala man koy gidapigan

^precisely, otherwise they would have specified as indicated. That is why the constitution is divided into articles, because a particular section does not automatically apply to another article/section. The judicial department has different set of process and limitations of appointments compared to appointments made in the executive departments. It would be inconsistent if a specification on the appointment of a Judicial officer is mentioned in Article VII, when it is after all titled "Executive Departments".

It is more inconsistent if you are allowed to appoint in other departments but not allowed in your own department.
