this is a game of power, a game of thrones. real-politik, pure and simple.
the challenge to the public is to play the game to its advantage, define its own interest and build (legislate, magistrate, execute) around it, instead of letting other interests do it on its behalf.
the issue of the Hacienda Luisita is an example of this. other examples are Executive Orders for salary increases during Labor Day, and other perfectly timed "publicly favorable" decisions, orders, etc by the courts/government.
thus is how they play. do we know that they are playing? are we aware of the gameplan?

the Hacienda Luisita issue is a marble that the farmers are winning. relentless struggle and perseverance is paying off.
