well actually that is one big problem.. the mayor could not make a project if the council would only disapprove or will not cooperate. his task is not easy especially when he was left with a lot of crap <sorry for my language> to resolve. it is impossible to solve it in just a snap. put yourselves in the mayor's shoes.. let's see if u can handle the pressure he is into now. witness one council session and ul see for yourselves what those councilors have been doing--sitting pretty. literally.
another point would be of this on going waste management plan of the city. the law states that segregation should start at source. where is the source? household! it is not the task of the mayor to impose this to the pipol. it is the barangay captain's task and people's responsibility. first step was to inform the pipol. but have they done it? and i have heard a lot of pipol blaming the mayor for the trashes uncollected outside their streets. now for those who didnt know about this. all captains had a meeting and seminar regarding this issue. and it is mandated that the BARANGAY should make its plan or scheme. but among the 27 barangays only a few have complied. so all barangay captains should have an action plan and not run when the phone rings. lol

now environmentalists would have wanted the site to be declared as such. why? because not only does it bring foul stench but under RA 9003 OPEN DUMP sites are prohibited. and that umapad dumpsite have caused land water and air pollution. if fortuna said that it is only the channel that's in imminent danger. havent he thought of where that problem started? if only he could see for himself and step on that pile of garbage and smell that stench.. bathe on the that channel. feel what the pipol there are experiencing now. he should think twice. environmentalists are pretty much in favor of what the mayor has done now. if not now then when?!
