    Kaning gipusil ni Regis ngano wala man reaction ang CHR?
    Kusog lang na sila mureact if naay pamatyn mga pulis ug militar. Pero pag pulis/mo;otar na gani mangamatay hilom na sila. Tanawa ila reaction atong 3 ka minors nga namatay sa Davao.
    Diri sa Cebu daghan minors gaoperate nga mga kawatan. Madakpan unya i-release lang sad dayon sa mga pulis kay kuno wala silay mahimo kay minors man.
    Last week akong kaila gikawat iya celphone, gireport sa pulis. After abt 4 days nadakpan sa may B. Rodrigues nangawat ug cigarettes kahon kahon. Asa naman karon? Gibuhian kay minors kuno walay mahimo ang pulis. DIli man lang nila irefer sa uban agencies ni> Sakto ra gyud nga mga kriminals big or small pamatyon para malimpyo ang katilingban.

    Under the Constitution, these are the powers and functions of the CHR:

    9. Request the assistance of any department, bureau, office, or agency in the performance of its functions;
    10. Appoint its officers and employees in accordance with law; and
    11. Perform such other duties and functions as may be provided by law.

    Now, take note of the bold ones on what kind of violations does the CHR is tasked in protecting the people.

    1. Investigate, on its own or on complaint by any party, all forms of human rights violations involving civil and political rights;
    Civil and political rights, by definition:

    civil and political rights are the rights that generally restrict the powers of the government in respect of actions affecting the individual and his or her autonomy (civil rights), and confer an opportunity upon people to contribute to the determination of laws and participate in government (political rights).

    An agency that protects human rights is a must in every country. Yet Philippine CHR is not a perfect agency neither have a perfect system. Sa giingon pa sa uban, kaning agency-ha walay action or walay gamit. Sa iningles, "toothless". Do you know that they lack fiscal autonomy? Ang nagbuot sa budget kay ang taga Executive. And aside from budget issue, they basically lack prosecutorial powers. They only investigate and recommend violators for prosecution.

    Klaro man boss. Yes, you're correct nga all persons (either naa diri sa Pinas or in abroad) were their civil and political rights are violated manghilabot ang CHR ana. Check back sa #1, mao na ang limitation. Civil and political rights only. The reason why naay gipang file sa Congress nga i-amend ang function ug i-expand ang power CHR pero hangtod karon wala napasar.

    I can compare CHR with the worthless organizations such as PETA, PAWS, etc.. (Animal Rights).

    Mao bitaw boss all ordinary people but the thing is, the main actor (oppressor) should be either people from the GOVERNMENT or any public/law enforcement official inorder to CHR to get in. Come to think of it, wala silay labot kung naay gi rape ug gipatay nga bata o gipatay nga taxi driver after gitulis. Any crime basta civilian pud ang criminal hands off ang CHR ana. It's really a matter of jurisdiction. Pero in case of police brutality, torture, violent dispersal of activists, etc. These are the kind violations which CHR will investigate since the people involved are our police or in government.

    Mao bitaw moingon ang uban, why man hilabtan sa CHR ang mga police. It's because it's their job. Dili man hinuon depensahan, it's because naa silay nakita nga violation. Now kinsa man ang wala nag follow sa ilang own job-description.

    Who will check if a civilian violates? The police.
    Who will check if the police/military violates? It's the CHR.
    What are the criminals' civil rights? Right to fair trial/due process and freedom from torture/illegal detention.
    What are the activists' civil/political rights? Right to express and freedom of assembly.

    ang kining chr, equivalent ni siya sa word na "po" or "opo" sa tagalog. nindot ug meaning, apan ang gagamit mga wala'y kwenta, kusog kaayu mo ingun ug "po" or "opo" apan, grabe ka daug daugan, tanaw nila nato mga bisaya walay ayu mga yaya or katabang as portrayed sa mga shows sa tv, mga wala'y batasan, mag sige ug ingun ug "po" or "opo" pero wala'y nabuhat para mag usab sa ilang kaugalingon, mag sige labay bisan asa ug basura, sige pangihi bisan asa na paril(so far sa mga tagalog na akong kaila), sige kuha sa atong tax unya himoon ug lrt, mrt, nlex, slex, etc. unya wala ta naka pa himos. hahahaha

    And? So what if they lack those things? Why do we still have them when dili man lang diay sila tagaan ug budget para maka function ug tarong? Nag sweldo ta nila binuwan pero wala silay gamit, maypa i shutdown nalang na sila. Maayo pa ang mga Metro Aides kay gamit pa compared nila.

    Murag lahi ra man brad. Kay sa animal rights, lisud man if ang owner ang dili willing mo complaint. I was part of the team nga ni gukod atong Alfred Alindao, incident to siya sa pag sablig ug adic sa mga iro, for which namatay jud ang mga iro. Wala may willing mo reklamo (aside namo sa animal rights) so lisud ma push through ang kaso, we even had lawyers from PAWS, IRO, and CSDC nga ni tabang namo ato but lisud kay wala willing mo stand up para sa mga abused dogs.
