    its always been a problem sa pilipinas ang kakuwang sa urban planning ug pag sunod sa building code in particular dili ra kay kalas sa kwarta but also sa safety sa population.... sa panahon sa americano ug katsila naa may urban planning specially sa cebu... one evidence is kanang mga estero.... it is designed to minimized flooding... pero karon asa na... gitukoran ug bldg....
