    What I mean is whether there is a countermeasure from PNP. The act itself of stealing is a crime be it done by minor or not. Apprehend the suspect and turn-over to DSWD if minor. That's the least they can do. Just because they are minors doesn't mean we should tolerate their actions.

    Again from what I know, there are some apprehensions done when there's a complaint. As being something done proactively, that I know nothing of. Usual scenario is after being caught, if theres no complaint filed, they are released. If there is, theybare turned over to DSWD, which after anfew days they escape back to the streets so... There...

    Looking at RA9344 and I found this...

    Rule 5(d) The right not to be unlawfully or arbitrarily deprived of his/her liberty; That detention or imprisonment being a disposition of last resort, shall be for the shortest appropriate period of time;

    Rule 5(m) The right to have restrictions on his/her personal liberty limited to the minimum, and where discretion is given by law to the judge to determine whether to impose fine or imprisonment, the imposition of fine being preferred as the more appropriate penalty;

    I haven't read all of the RA yet but I hope there is an exception statement somewhere that states about repeated commission of criminal act by a minor....otherwise all I can say is, we are growing criminals out from this.
