I believe this has something to do with the 'new' PhilHealth rules implemented last 2011. Private hospitals does not want to be regulated in terms of charging their patients who are PhilHealth members. As a return, they have done this threatening since 2012.

Philhealth urges private hospitals to continue honoring medical benefits, denies 'mismanagement'“We want to make it clear that the perceived delays in the payment of claims of PHAPI member-hospitals are not due to ‘possible mismanagement at PhilHealth’. Since we implemented the case-based payment system in January this year, we have been experiencing technical challenges that, we admit, are part of the innovation's birth pains,” Padilla said. “But rest assured that we are working double-time to address these glitches and save our partner-providers from further inconvenience.”

Dapat ang private hospitals maoy mopaghut sa taga Philhealth.
What if dili mo disimburse ang Philhealth sa pasyente?
Yes, private hospitals will collect payments in full from patients but they will still honor their philhealth.
On Monday, my father was admitted to a private hospital here in Cebu, and discharged yesterday afternoon. Our hospital bill amounted about 10K and a 5K deduction from Philhealth. In short mga 5K nalang amo bayranan in all. Before, ma.enjoy dayun unta namo ang 5K reimbursement but, now, we have to wait 3 months before namo ma kuha ang reimbursement money (as promised to us by the hospital, as long pud ikeep namo ang mge resibo).
Kani sya na action from private hospitals, tungod pud ni kai delinquent ra kaau ang Philhealth from paying their dues to them. Daghan pud ning reasons nganong delinquent ang Philhealth, pwede pud na mis.manage ang fund, or some members are not paying their dues on a regular basis, etc.
Its better to abolish the philhealth or make it voluntary membership lang kay di kitang tanan naka benefit aning philhealth.
