If it's a result of constant practice and learning, then it's a skill.
True talent is a skill honed to perfection that it becomes a part of oneself, a second nature, a subconscious extension. One does not learn to sing or dance without practice. Artists became masters of their craft through sheer practice. One can see a talented artist through his sheer passion, imagination, creativity and the drive to improve ones skill.
I'm in the animation and visual effects industry and, I have to say that the ones that always succeed are those who worked really hard to learn their craft than those that obviously have the potential, but were too confident of their on-hand skills to care to develop themselves.
In light of the graphics artist, the talent you refer to is specifically the "gift of perception" which some of us don't readily posses. But it can be acquired through practice. Unfortunately, the concepts of drawing are too alien to some people that it discourages them to even try.
To answer your question:
Being able to draw well is a skill that one has worked hard on. And that same skill if taken to the next level, is what you call true Talent.
.. yep, to further elaborate your point. It can be considered as talent when a certain trait, here for example - the ability to draw, reveals itself at a very young age. And as that child develops that said talent then it becomes a skill. For me talent is innate while skill is learned. as what i have understood skill is an enhanced talent. skill can be easily learned; however, you cannot learn talent
