as for tourism, I agree with @hobie on using for a front the world-class places that is only found in the Philippines or in a region,
besides the three he has given, I might add the Taal Volcano..hehe

Yes, I agree, Taal Volcano to be included in the list.
I really do not see anything special inCebu if we are talking about PH Tourism.
And for that regard, I would agree with @m0nk18 saying that Cebu is like a transportation hub.

and yet...the best beaches in the world are a distance away from key cities(or in some like Bora-bora, away from civilization)

and I also don't think that most visitors would like the idea of going thousand of miles from home, just to go to a beach near some city.... they spent so much money just to go to a beach? No adventure? No thrill?

Try watching "Don't tell my mother", coz that is the way to travel and explore

Great memories are made from great unexpected experiences
(in relation to this, I got myself lost in Singapore...ended up having conversation with various people and learning their culture firsthand.....and eventually went to far from the hotel but still ended up riding the right bus passing through the hotel)

mas maau if ang unang buhaton kay mo ubos ta sa nang crime sa Cebu cge tag invite ug tourist then daghan kaau ug snatchers ug hold upper... kay ang una jud concern sa mga tourista kay ang safety and security...

unsa on man na nato kung nindot ang Cebu pero daghan sad ug snatcher ug mga criminal...

Country branding would need a wholistic approach that would involve infrastructure investments
and the cooperation of the people,

I think Cebu is an established province in terms of the requirement.
Tourist do come here not just for fun and comfort but to be safe as well,
and I think to spearhead the tourism business in PH Cebu could still make the difference.
