    Who's to blame? Syempre mga tao at the same time goberno.

    mga tao pataka lng og labay sa ilang mga basora.. imagina gd pila na ta dri sa cebu nya pataka lng labay sa basora ang uban..
    ang goberno dapat magbutang sila og mga Garbage Bin every corner.. mao jd ni ako nabantayan dri sa Cebu or sa Pinas wala kay malabayan sa imo basora...

    half blame the irresponsible people nga walay seminar ug unsay proper waste disposal ug half blame ang city council because of the insufficient budget allotted sa drainage system sa syudad nga to think kwarta manas mga tao thru our taxes unya g timi timi pa jud ug hatag kay d lage ka alyado haskang utoka!public service man kaha inyong g.oath unya karon unsa naman??kamo na nouy mag pa serbisyo? panganaog mo oi mga walay pulos!

    Actually, it's the government's job to implement rules regarding using plastic bags. If there is a law that plastic bags are banned, then plastic bag manufacturers will stop making this and start making biodegradable products in order to sustain the business. Then supermarkets and other stores will start buying biodegradable bags.

    People will start to realize that all their shopping bags are now biodegradable. So, people will be conscious and start saving by buying their own buyot or any biodegradable or any bag that they will recycle using it.

    The problem with the government, they think that when they are in the government, dream job na. They get paid for doing nothing because there is no accountability.

    Hinay-hinay ra gyud ang tawag ane. Until such time we will find a leader who is cautious sa ingon ani na butang, wala gyud tay mahimo but to do our part in a small way.

    2nd lack of planning from the government
    3rd the PEOPLE OF CEBU... no discipline to where to throw their trash...
