I'm not sure if the Mandarin will be the main villain in the film. Sir Ben Kingsley has been cast as the villain but it might be inappropriate to cast an actor with an English/Indian descent to play a Chinese character.

Plus, it might be a bit of a stretch if they put up Tony's tech against a magic-user. So far, no official announcement has been made about the identity of the main villain. Only time will tell.
