Normally developer will start selling even if the unit is not yet constructed or done, this goes samething with subdivisions and memorial lots, they call it pre-selling... sometimes it is cheaper to buy it at pre-selling... as what ive experienced, pero dili to condo memorial lot ra... then once the price rise you can sell it if your done paying it, or have it assumed by someone who wants to assume the payment...
afaik you will ONLY be given a certificate for occupancy once mahuman nakag bayad and nahuman napud ang unit or natuman ang gikasabutan sa contructor like some changes on the interior... in condo you are not buying a lot but you are buying a unit... dili ni siya pareha sa subdivision... you have a right to any ammenities mentioned on the contract but not as sole owner but part owner..
like swimming pool everyone in the unit can use it... some condo offers private parking space afaik...

this issue should be directed to the contractor and not the developer (TAFT), the mistakes are made by the contractor.... if there are design flaws then take it to the architect, if there is an issue on the construction take it to the contractor, and if there is a problem on the acquisition of unit... then thats the time you go to the developer...

Respondeat superior. It may be the contractor's fault but TAFT has a responsibility to look over the safety of the construction, too. Pretty sure this incident has shaken up the TAFT folks wide-awake already.
1. They call it pre-selling. Prices at this period are usually cheaper than those after the building is complete. They then use your money to pay for the building cost or part of it. That's good business for them.

You are only buying the unit, not the lot. Technically you own part of the common areas, but they should remain undivided.
