    A certain place in the Mabolo area lights fireworks at least two nights a month. It sure bothers the neighbors.

    53 hurt in revelry to greet New Year

    You might have noticed that the firecracker blasts to welcome the New Year did not last very long, but this did not mean a decrease in injuries related to the revelry.

    According to the Department of Health (DOH)-Region 7, a total of 53 people were hurt in the revelry in Central Visayas from the Christmas season until yesterday.

    Of the 53 cases, 52 were from Cebu and one from Negros Oriental. There were no injuries reported in the Provinces of Bohol and Siquijor.

    Last year, there were a total of 49 cases.

    Of the 52 cases in Cebu, there were eight, who were hit by stray bullets. Last year, there were only two cases of injuries due to stray bullets.

    There were 38 blast cases that did not require amputation while three required amputation and there was one case where the victim suffered abrasions.

    “Na obserbahan gyud nako nga nagka-lesser gyud ang pabuto. Dili na kaayo hugaw ang dalan. We are improving pero makalagot lang kay daghan ta og stray bullet cases,” DOH-7 regional director Susana Madarietta said.

    Madarietta said that maybe next year. DOH will be intensifying its campaign against stray bullets and she urged private gun owners not to use their guns in welcoming the New Year.

    Of the eight cases of stray bullets, three were in Cebu City and the others were in the cities of Mandaue, Danao and Lapu-Lapu and in the municipalities of Consolacion and Minglanilla.

    Of the 53 victims, 73 percent of which were males. DOH further reported that 14 percent were under the influence of liquor.

    Walay maayong ikahatag ang paboto. Dako2x lang ni ug gasto sa government sige pahimangno sa mga tao. Sunod ta sa uban nasod like Australia nga naa ra agency magdumala ug fireworks display. Kinahanglan ba jud d ay magpaboto para malingaw? Makasamok pa man gali hinoon na kay naay uban tao dili ganahan ana. Pati mga pets affected.

    City Council approves ordinance regulating sale, use of firecrackers

    THE Cebu City Government now has legal basis to confiscate and penalize retailers of fireworks and pyrotechnic devices sold outside malls and the South Road Properties (SRP).

    The City Council approved yesterday the “Ordinance Regulating the Sale, Distribution and Use of Firecrackers and Pyrotechnic Devices,” following the request of Mayor Michael Rama to prioritize its approval.

    Councilor Augustus Pe Jr.’s ordinance was approved with minor amendments, mostly typographical errors, almost one year after it was first proposed.

    Pe assured that he will correct the typographical errors before a copy is submitted to Mayor Rama for his approval.

    The ordinance seeks to regulate and control the sale, distribution and the use of the firecrackers and pyrotechnic devices in the city in “furtherance of public safety, order and security.”

    The ordinance laid down the kind of fireworks and pyrotechnic devices that can be sold in the city, and the specific areas where they can be sold.

    Based on Pe’s ordinance, only Class 1 fireworks and pyrotechnic devices can be sold inside shopping malls.

    Class 1 fireworks and pyrotechnic devices are those suitable inside domestic buildings such as those with a cap, smoke device, party popper, table bomb, throwdown (bawang or triangulo), novelty match (watusi), non hand-held sparkler, hand-held sparkler,
    cracker snap and serpent.

    Class 2 and 3 fireworks and pyrotechnic devices, on the other hand, are those suitable for outdoor use and may cause injury to people standing within five meters (class 2) or 25 meters (class 3). These should be sold only at the designated area for firecracker vendors at the SRP.

    Class 2 and 3 pyrotechnic devices include the banger (Judas belt), fountain, Roman candle, mine, wheel (trompillo), rocket, combination, shell, and shell in mortar, among others.

    “The manufacture, sale, distribution, and use of other types of fireworks and pyrotechnic devices not mentioned such as atomic big triangulo and super lolo and their equivalent are hereby prohibited,” the ordinance states.

    Before one can sell classes 1, 2 and 3 fireworks, however, they should secure a license or permit from the chief of the Philippine National Police through the provincial director of the province where the business project is located.

    Such license or permit cannot be issued without securing a fire safety inspection report from the Bureau of Fire Protection.

    A fine of P5,000 or an imprisonment of not more than six months but not less than three months or both, upon the discretion of the court, will be imposed on those who violate the ordinance.

    The vendors’ firecrackers and pyrotechnic devices will also be confiscated.

    Pe’s ordinance will take effect 15 days after its publication in a newspaper of general circulation.

    In December 2010, the absence of a firecracker ordinance was questioned after police seized P3 million worth of pyrotechnics from Pyroworks Pyrotechnic Perfection’s kiosks inside a mall.

    Are firecracker lovers here willing to help the law breakers in Davao?

    P3,000 reward up for info on firecracker ban violators

    Vice Mayor Rodrigo Duterte offered Sunday P3,000 reward for anyone who can provide information leading to the arrest of big-time firecracker ban violators in the city.

    Duterte’s offer reinforces the city’s implementation of the firecracker ban throughout the whole year. This has been practiced in Davao since a decade ago.

    In his television program “Gikan sa Masa, Para sa Masa” Sunday, Duterte said to report a violator, the informant has to text the authorities about them and show to him proof the informant indeed own the number.

    “Just make sure that authorities would also confiscate substantive amount of pyrotechnics. Then just show to me your text message to the authorities, then you can delete it for your own protection,” Duterte said in vernacular.

    Davao City Mayor Sara Duterte earlier offered P500 for the same information that would lead to the arrest of firecracker ban violators.

    The city police said the two Dutertes’ move proved effective as the city recorded yet another New Year celebration without firecracker-related injuries while two more than last year’s total number of arrested violators were reported.

    The Davao City Police Office-Investigation and Detection Management Branch report showed that 29 ban violators were arrested by personnel of the Sta. Ana Police Station, 17 in Talomo Police Station, 14 in Sasa Police Station, nine in Buhangin Police Station, nine in Calinan Police Station, seven in San Pedro Police Station, three in Bunawan Police Station, two in Mintal Police Station, and one in Toril Police Station, while zero in Marilog Police Station.

    Of the 91 arrested during this season, 50 were minors. In last year’s 89 arrested violators, 44 were minors.

    “The record is quite similar with last year’s apprehensions. This is because the city's population is growing. Nearby local government units should follow our city's ordinance,” said retired colonel Magno Adalin of Public Safety Command Center during Monday’s Kapehan sa Dabaw at SM City.

    Magno clarified, however, that there are no rewards given yet as they still have to check the complete police reports from different stations.

    Meanwhile, the Police Regional Office reported no policeman was arrested for firing his gun during the Christmas and New Year celebrations.

    The muzzles of guns of policemen in the city were taped and signed last year before Christmas Eve. The tapes were removed Monday and not one of the seals was broken.

    The vice mayor said Sunday he will personally work for any policeman’s dismissal in the service and revocation of gun permits and licenses should he illegally discharged his firearm within holiday season.

    Children among the 739 victims of New Year-related accidents

    Children are among the victims of New Year-related accidents, the number of which may have gone down by 7 percent compared to last year but remains high at 739 and may go higher still as the Department of Health (DOH) receives more data, GMA News’ “24 Oras” reported Monday.

    According to data from the DOH-National Epidemiology Center, 712 fireworks-related cases were reported as of January 2. Most of those affected were children, with 35 percent of the victims aged ten and below. A total of 318 or 44.7 percent were caused by illegal fireworks, and 185 or 26 percent were due to the Piccolo.
