Ban all jeepneys and replace them with BRTs. For routes that can't be serviced by BRTs, use multicabs. Impose a design for all multicabs such that the passengers would face outside the cab, instead of the current inefficient design where the passengers are facing in.
Ban all cars that are more than 10 years old. Owners should buy a new car should they wish to continue using a car. This will control the population of cars.
All vehicles should have an in-vehicle unit, where a cash card is inserted for road payments. Install electronic tolls on all traffic prone roads (i.e., Banilad-Talamban, Escario). If traffic is heavy on a certain road, increase its price. Market forces will encourage cars to take alternate routes. Expand the roads. Create alternate routes. Demolish all buildings that get in the way.
Create subways. Malls, universities, and IT parks should be connected to the subway system. Create residential zones outside the business and industrial zones and connect them to the subway. Buildings that violate the zoning policies should be demolished.
How to Fund these Policies
Demolish the squatter areas. Create condo units and relocate all the squatters there. Increase the tax for low income people. Decrease the tax for middle and high income earners. This will force low income people to find work, thereby boosting the economy. Remove taxes for high-end commercial industry and high-tech industry. Increase taxes for dirty industry. This will boost the economy, while driving away pollution-producing factories outside of the city.

^ Bro, we can't accept that line of thinking to expect change in traffic woes. It will be unfortunate for many of them but they are the source of the problem. Pity the problem and you will never solve anything. The government could enlist the affected drivers in livelihood programs to cushion their loss and absorb some of them as government employees.
