The point im driving at is this... Welfare Acts like this is troublesome.... It is for all Senior Citizens, correct, and that's why it is even more worse than what it is... I mentioned that rich people are the one's benefiting from it...obviously, they have more purchasing power therefore they can maximize the benefits of the law.... A senior citizen with an annual income of 2 million pesos, can enjoy the law more than a struggling 60 year old beggar...which most probably he won't have a senior's card in the first place... The intention of the Law is noble and good, but the in its implementation in reality is prone for abuse.... Question: Do you think only the Senior Citizens in this country are reaping the benefits of this law? Most probably the rich can pay through the bureaucracies to get through the loop holes of acquiring its benefits.... and on the greater picture, government intervention with the free market is a bad idea...this is a forced regulation and is against the very principle of a free market...

im not mean bai and i dont intend to be one ever in my life....i understand how your response appeared and how it is structured.... but there is another angle to it....amend the law....the loopholes are too big... this is an honest question, where does the discount comes from? who pays for them?

Your argument is too shallow. Look at it at a grander scale. The law can be amended or new laws can be passed that would benefit the less fortunate more than the more fortunate.
