I've worked with lots of expats here in cebu from London, US, Czech,etc. what they like here is our culture of being "together" and our synergy. in fact some of them wants to relocate here in cebu given the opportunity.

In this global economy, how many big Multinationals are from Latin/central/south America? Goods and services are also being outsourced there. we would be better off if we can get more locators (from 1st world) to invest here.
Tell me, in your every day life, what products do you use that has main office/headquarters in Latin/south america? OK, I use Tramontina from Brazil. Also, Safeguard (soap) - hecho en Mexico (but P&G is in cincinatti).

We can leap frog technology. In the remote barangays where there is no electricity, people have cellphones. No need for telcos to put up the lines as before. Roads? if workers can tele commute, do you really need good roads? Airports? OK, Sometimes, I need to seal the deal with a physical handshake so I travel. We have teleconferencing now. So you can skip that 3 day junket.
Don't forget the most important. Human resources. If Cebu does not have what it takes, locators would rather go to Singapore/ Malaysia. It might cost higher but much more efficient.
