Kana tanan softwares bro maau na depende lang na sa asa ka naanad pero kong ibase nato sa credibility for u as a user masmorecommend ko og flash kay sayon ra ang action scripting, la ko nakagamit og adobe after effects pero ang director nindot pud pero lisod kaau ang linggo programming niya makaboang gyud den wala na kaau nagconcentrate ana karon kay ang kaya sa director kaya pud sa flash den mas daghan paka mabuhat, bro kong asa ka masaya supportahan tika te...hehehe

flash is more object oriented and you can interact with it
after effetcts is for editing videos and adding more effects, compliments adobe premiere pro.
director on the other hand.. isnt as specialized as the other 2, you cant use your plugins on either for director, which is kinda troublesome cause you have to find another set of plugins for director, have you even used any of adobes expensive yet worth it products?

flash was designed for vector animation... since it evolved and now capable of multimedias like videos and mp3 still it is not for video editing or for motion graphics. maybe you can do animations with it, vector animation... and some simple bitmap animations but not as complex as after effects'.

flash is for web media. ae is for screen media.

on the other hand after effects is oposite of flash. although it is capable of rendering vectors as well, with the help of plugins.

the best thing in both is that you can pair the two and generate stunning and more advance "effects".

director's primary purpose was for offline interactive presentations. Lingo script was the forefather of flash's actionscript.

So for your question, which is better Flash or After effects? Both.

You can't compare both coz they work completely different from each other. It's like comparing Photoshop with Corel Draw. o_O
