The man from Amsterdam -- he never married Zorah and is not the other husband. The other husband is a Filipino. He is both a victim and a gentleman. All of that is explained better now on "Chapter 1" page.

The Regional Director protects her far too much by his approach of silence and let's pretend she has "resigned" which speaKs volumes. Perhaps his silence will earn him his own "resignation" from those higher up the food chain. That would be very funny and real justice.
