i would like to think that the problem can be seen from many angles, however it's interesting to note that even on a surface level, almost everyone can see that is is an issue about money; "pangwartahay" as many of us would want to put it.
but what is even more interesting is that the problem seems to be systemic.
if one would kindly review the kind of educational institutions that we have in the country, tertiary level schools and universities are mostly private institutions with skyrocketing yearly tuition fee increases. when CHED is asked about this, they say that their hands are tied because education in the country is "deregulated" by the Education Act of 1982, as well as the Higher Education Modernization Act which means, among other things, that the government has no control over how much tuition fee increases private educational institutions would want to have.
what's worse is that anybody, as long as they have sufficient capital, can put up schools catering to 'in demand' courses, despite the fact that these could barely pass the minimum academic requirements. the competition among these arguably sub-standard schools, coupled by the supposed demand for professional health workers abroad, and our willingness to answer to that demand decreases the quality of education, instead of making it better. hence the declining quality of education that he we have, especially for supposedly in-demand courses.
it is in this atmosphere of leniency for the sake of "quick bucks" that review centers are also sprouting up like mushrooms, to supposedly fill up the training gap that is left out from the inadequate training that students get from these schools.
the same scenario happens with the competition among review centers, some of which in their aim to gain prestige would resort to unscrupulous means. no regulation will ever happen since this is against the institutionalized trending of the kind of education our country has.
incidentally, the mere fact that this is not confined in one profession tells us precisely that the problem is not an isolated incident but a systemic and more likely to recur, if not in the same profession, then perhaps in another.
because from the very start, painful as it may sound, the educational institutions that we have were never designed to serve us, but were designed to be a factory for workers that are needed elsewhere. regulation will only happen if this is aimed towards pump-priming the kind of schools that we have, but that is basically it.
we are pushed by the necessity to seek better options outside the country, and to the great dismay of many, those that should be fixing our economy so that we can be nominally self-sustainable are even the ones encouraging us to go out as our dollar remittances cover up for the effects of how they have twisted the entire economy to the favor of a chose few. this is the state of affairs that contributes to the backwardness of the economy.

True that in most colleges & universities palang, they're more on aimed on "quantity" over quality.
And these dubious review centers are capitalizing on it. It's like a trend nowadays.
