for ATI (arranged from the more recommended to less recommended at their price range): 4770, 4830, 5670, 4670, and 5570.
If you are going for the current generation (the ATI 5000 or Nvidia 400 series), i recommend ATI since imho they won this round.

Those gts 250s at that price are probably the crippled versions with 650mhz clock speeds.
