Is this a nationwide campaign?
again guys, if you still want to survive/pursue here is my take:
the best option here is to use OPEN SOURCE SOFTWARE.
you may get very few Microsoft OS for the heavy gaming units only, say 5 pcs. for lesser cost and yearly payments of their no good rental rights agreement payable.
then you can use Ubuntu Linux for your surfing, multimedia, light-mid gaming, and encoding units. there are "lots" of free open source GNU GPL licensed software of Ubuntu Linux, yes, i say lots and are easily be obtained through the OS'(operating system) built-in software center. don't worry, Ubuntu Linux and Linux itself are user friendly now already and getting better & actively with vast support. you can guide your customers and teach them gradually. remember, they(customers/us/all) didn't know microsoft windows in their first encounter with it, how much more now if they already have ideas on how and what operating system is, and dealing with different GUI(graphical user interface). Ubuntu Linux has even far lesser maintenance, more stable, doesnt need much hardware drivers, faster that makes slower computers bring to life, & does not need defragmentation.

Then use Wine (http://en.wikipedia.org/wiki/Wine_(software)) in your ubuntu to run window programs. T_T! I think World of Warcraft is supported if you use Wine Program in ubuntu.
