I think Tomas is right when he said the Province is not anymore debt-free because of their P200M utang w/ WT Construction sa paghimo sa CICC. It was just recently decided in the courts that Capitol has to pay WT the amt.

I am not an accountant but i read somewhere that Tomas (or was it Lito) might just be confused between "surplus" and "available funds". The two are both different in the accounting lingo...Perhaps he just knew the difference but seemed to play the game that he doesn't.

yeah, this guy ought to get his facts straight...megadome was the first proposal. All that changed when the Phils was to host the ASEAN summit and Gloria decided that it be held here in Cebu. So the megadome plan was changed to CICC.
