    AS FOR THE BEST - my lolo would disagree w/ me (he says Don Vicente Rama was the best), but for me and in my generation, i would say Mayor Tomas so far- despite being the most arrogant Cebuano politician around.

    In 1990, he was elected as the National Executive Vice-President of the League of City Mayors of the Philippines. On that same year, he was chosen as one of the Ten Outstanding Young Men (TOYM) in the Philippines by the Philippine Jaycees and the Gerry Roxas Foundation, Inc.

    For his unwavering commitment to Cebu City’s advancement Hon. Mayor Tomas R. Osmeña bagged the year 2002’s Most Outstanding Mayor Award for Local Government Leadership after topping 155 other mayors.

    Those were the times na loyalist fan jud ko ni Tomas...

    Few things lang that I cannot credit to him: city's crime rate, cleanliness, and the idea of the Sinulog festival. Long time ago, the idea caught and thus, under the direction of the Cebu City Mayor Florentino Solon with the help of several influential Cebuanos, Odilao turned over the Sinulog project to the Cebu City Historical Committee under Kagawad Jesus Garcia. It was the task of the Committee to conceptualize the Sinulog festival and make it into a yearly event from then on.

    In 1981 the following year, the concept of the Sinulog Parade was actualized, involving practically every sector in the Cebuano community.

    AS FOR THE WORST - hmmmm. many in this forum have said Alvin is the worst. is it perhaps because most forumers here were still kids during his term and all they can hear about now is Tomas' continued criticisms about him? I am not even sure if that is the correct way to make an opinion based on Tomas' words. But as for me, I could only guess that he was, but there could've been previous mayors even before the time of F. Solon that we have not seen or experienced as the worst.

    coz if we take Alvin to be the worst, why would the opposition camp still consider him to run again come 2010?

    AFAIK, he was elected vice mayor of Cebu City in the year 1995, and was again re-elected for the same position in May 11,1998.

    accdg to a report, while mayor, Alvin was able to make Cebu as the City with the lowest crime rate in the nation. He bettered Tomas on that particular issue hands down up to this very day.

    also in that report, he was also successful in changing the image of the city by coming up with the Clean and Green project that aims to beautify the center isles, sidewalks, parks and plazas with greenery’s and flowering ornamental plants to make the environment look more pleasing to the eyes. again, he bettered Tomas on this issue hands down.

    If Tomas was breathing down Alvin's neck, then it was probably because Alvin was always getting himself into trouble.

    During his 1st term, one of the first things (if not the first thing) the City Council did was to pass a resolution approving the purchase of new cars for themselves and the city executives. That doesn't send the right message to your constituents.

    Then Alvin and the City Council decided to buy a large tract of Talamban covered only by Tax Declarations, and released payment of several millions. That became controversial.

    Then there was that problem with the old Ramos market, where Alvin and the City Council entered into a contract to demolish it and construct a new one. The thing is, the contract did not require the contractor to put up a performance bond, which is one of the requirements for contracts like that.

    Then there was that plan of Alvin to "invest" the city's money in a scheme proposed by a pinay married to a foreigner (I forgot the names). Good thing he came to his senses and didn't push through with it.

    kahinumdum pud ko katong pag-election against Tomas. hugaw kaayo ug style ang mga Garcia. ilang gigamit ang ilang newspaper (sunstar) nga maghimo ug mga illustrations/comics bahin kang Tomas. puros below the belt ug dili pa gyud kataw-anan. ni-ubos akong pagtan-aw sa mga Gracia tungod ato.
