DAVAO CITY — Amid seemingly incessant threats of destabilization, the Philippine National Police (PNP) remains supportive of its constitutional duty to protect the government and the people against threats of instability.
PNP chief Director Arturo Lomibao declared the country’s police force remains strongly solid amid fresh attempts by some groups to unseat President Arroyo.
He said the PNP remains unfazed over reports of renewed massive street protest actions and attempts to force Mrs. Arroyo out of office.
"We are not letting our guard down. These coup talks have been going on and off. But attempting is one thing and carrying out is another thing," he said.
Lomibao declared here that the PNP will not be affected by fresh attempts by some groups to recruit policemen, particularly the elite Special Action Forces, in destabilization efforts.
"We do not have any problem in the PNP. We are solid as a rock," he said.
Lomibao dismissed claims of some groups that boasted they had the numbers to overthrow Mrs. Arroyo.
"Wala naman talaga silang tao (They really do not have the warm bodies)," he added.
He pointed out the protest actions and coup attempts are mostly concentrated in Metro Manila. "They have not spread out to other provinces outside of Metro Manila," he noted.
Lomibao said the PNP is ready to face any eventuality with necessary security measures already in place ahead of the Labor Day celebrations on May 1.
The national police chief conceded that the worst may not be over, noting the opposition plans to resurrect its impeachment complaint against Mrs. Arroyo in the House of Representatives along with expected protest rallies by militant groups on May 1.
But as far as the PNP is concerned, all the men and women in the police service remain focused on their job to uphold the law and maintain security, even if the second impeachment case against Mrs. Arroyo prospers in Congress in July.

Moderate trade unions spurn power grab, destabilization
Moderate labor groups spurned yesterday moves to overthrow the government as they called on national leaders to give workers a respite from political bickering and start addressing their concerns.
As Malacañang continued to warn against persisting destabilization plots, the Trade Union Congress of the Philippines (TUCP) and the Federation of Free Workers (FFW) declared they would not support any coup and other means to grab power.
The TUCP said the people must be given a break from incessant attempts — "real or imagined" — to bring down the government.
The group lamented they were tired of endless politicking and misadventures while the "concerns of labor" were being drowned by self-serving politics.
TUCP appealed instead to the administration, the opposition and the business sector alike to work together and double, "if not triple" the efforts to provide jobs and attract foreign investments.
The FFW, for its part, said it condemns "any act that creates public disorder and confusion, and any attempt to grab power from duly constituted authorities by unconstitutional means."
But the group also warned against suppression of legitimate protests and peaceful celebration of the workers, saying it will not aid any move to curtail human rights and civil liberties of the people.
"The FFW recognizes that the country is in continuing state of crisis. It must be highlighted that a big part of this crisis is the joblessness and poverty of our workers that call for immediate solutions," the group said.
"FFW calls on the government to unify its forces and actions and use bold measures to hasten authentic and radical reforms that will promote decent work and alleviate the poverty of our people," it said.
The TUCP, through its president Democrito Mendoza, noted 30 percent of the population are living below the poverty line while 15 percent rely on a measly $1 a day budget.
Mendoza stressed the need to create jobs for three million unemployed Filipinos and called for more government spending in labor intensive infrastructure projects.
He said the government must invest more on building and repair of roads, ports, airports, communication facilities and the like.
Malacañang on Sunday warned opposition leaders that it will do everything to protect the country’s fragile economy and the security of the people from destabilization even as it vowed to exercise maximum tolerance in dealing with protest actions.
Presidential chief of staff Michael Defensor said that while the Arroyo administration is no longer worried over threats to topple it by opposition and extremist groups, it is now focused on the adverse effects of destabilization efforts on the country’s economy and security.

i think dili jud na ma end ang mga destablization sa present admin.... sa ako lang ha murag in ani na jud cguro ni atong governo.. if ma human na ang term ni GMA or mo resign sya or what ever action iyang buhaton another things will came up for sa mo puli nga president... puli2x lang.. kita ang ala-ot ani..
this won't stop. it'll be a vicious cycle no matter who holds the top post in our country.

This would not stop if there are those who will continue to grab power over the duly constituted authorities of the state. That is the reason why we need the loyalty of the AFP in the chain of command and in the constitution. Otherwise, we will really be having a vicious cycle of coming up with a series of useless coup d' etats.
Opposition lacks credible program
National Security Adviser Norberto Gonzales yesterday urged the opposition to stop calling for the ouster of President Gloria Macapagal Arroyo if it cannot present a program of action or another leader.
Gonzales, chairman and cofounder of the Partido Demokratiko Sosyalista ng Pilipinas, said the opposition is “all air” because all it does is talk or plot Mrs. Arroyo’s removal but is unable to come up with tangible solutions to improve the system or the economy.
“They are always demanding that the President resign. They are always looking for ways to topple her. But until now, they cannot come up with an inspiring alternative leadership with a clear program or direction for the country,” said Gonzales during the 33rd founding anniversary of PDSP last Monday.
He has yet to see a replacement who can provide direction to the nation. “I have yet to see a responsible opposition,” he said.
He notes that even the political opposition cannot even agree on a single person who can take over the reins of power.
However, he stressed that no matter how much noise the President’s critics make, or how hard they may try to destabilize her administration, they cannot forcibly remove her from power. “No group has the capability to topple the government,” the PDSP leader said.
“That’s why, my advise to the President is not think of whether she is popular or not. What she should attend to is how to implement the necessary reforms,” he told his partymates during commemorative rites held in Tondo, Manila.
Instead of continuing with its “noise barrage” and destabilizing the government, Gonzales said the opposition should shut up and let the President do her job. “If you cannot help her, don’t distract her from her work”
