That's the problem bai because the one who were interviewed were Cebuanos themselves (businessmen, local people, etc..). Cebu's score depended on their answers.
The question is, what if they have too high expectations about Cebu considering that it is the second most important city outside Manila?
What if they rated Cebu a low score simply because they were expecting an MRT, a subway train, or whatever?
The threat to validity of the survey would have been less
if the respondents who rated Cebu would be the same who would rate the other cities so that they can properly make a comparison.
