    Bro, this is part of the democratic process. Everyone has the right to disagree and this is the beauty of democracy. So my theory is right. Kanang nahitabo ron sa Mandaue is a clear indication that their local council is no rubber stamp of the mayor. Like what I say duna man dyud nang checks and balances. Well if they cannot reach a compromise and will always result to a deadlock, kinsa man mabasul ini? Ang mga tawo ra sad nganong namutar ug mga local officials nga ingon ana.

    I full agree with you that kinahanglan nga naa dyud cooperation and like a team kinahanglan nga cohesive so that the end result will be a smooth sailing local government which will benefit the constituents. Kana ron giingon nimo nga Si Tummy boy may mayor di siyay matuman, will only bolster the idea that his way of administration is dictatorial. And his vice is just what? A plain puppet.

    Bi kamong nag-ingon nga dili puppet si Michael, i prove kuno dire nga dili siya puppet. The burden of proof now is in your hands. I have nothing personal against Tummy boy after all he is a good mayor. And he has contributed much to the city of Cebu. In fact, I am also one of his constituents and I pray that he will beat this dreaded enemy -cancer.

    For the sake of argument and atong issue dire is about Michael and how he can function without the impression that he is a puppet of the mayor.

    Here are some excerpts from print media inquirer :

    Mayor Tommy Osmeña did put across the message that he’s bossing in Cebu City when he got the Cebu City Council to approve the Banilad flyover despite stiff opposition from influential people in the business community. But in trying to make the city council bow to his plan, was it necessary for the mayor to publicly rebuke and threaten the councilors even if there was no hint they would go against his will?

    Some quarters are saying it was not necessary because the city council is a rubber stamp, i.e. its members have really no minds of their own, except to do the mayor’s wishes. Aray, that really hurts. I can almost see the councilors, especially Vice Mayor Mike Rama, wince at being likened to a rubber stamp, the way the Batasan Pambansa functioned under Marcos during Martial Law.

    So back to the question: Was it necessary for Mayor Tommy to browbeat the council, expose its collective weakness and hurt his own image in the process? Unsa man gyuy tinuod nga rason?

    I can’t think of any, unless it’s just a flash of whimsy on the part of hizzoner. However, since he has anointed Vice Mayor Mike Rama as heir apparent in previous pronouncements, the issue has damaged Mike in a psychological sense. It’s as if Tommy is telling the people it’s up to them if they wish to elect Mike as mayor even if he failed to seize the moment of speaking up his own mind on a critical issue like the Banilad flyover. Tsk, tsk, tsk.

    DECIDING on the Banilad flyover issue has apparently become a damned if you do, damned if you don’t situation for the Cebu City Council.

    This after Mayor Tomas Osmeña pushed the councilors to a corner with threats to stop their projects if they endorse the cancellation of the flyover project.

    If they now see wisdom in the opposition of Banilad and Talamban businessmen and residents to the project, they’d earn the ire of a mayor known for his dictatorial bent.

    And if they consider the mayor’s lobby for the project reasonable, they’d earn laughs for “proving” to the public that they are wimps and the Council a rubber stamp.

    It's in the news TV patrol.....Osmena is also hesitant cz he even gave the councilors executive powers which is a taboo....councilors....should not be executing laws! it seems that Osmena don't trust Rama.

    Wrong approach . Ngano ako man ang mo provide ug food in the table na kamo man ang ni " CLAIM " ? Naa ninyo ang bug-at na timbang so kamo ang mo balansi lols , na unsa na gud ni .
