nag buhat man sila ug pamaagi para dili maabuso ilang network pinaagi sa pag block sa sim card nga imo gigamit or by using some advance firwall system na maka filter sa vpn. 5 years ago mo agree ko nga it's completely free coz you don't have to spend a penny to connect to the internet by just using free vpn server's, but nowadays you can no longer log in to those vpn servers without using any promotion from the isp. now the only reason for those usb dongle owners to use vpn's is to simply boost their internet speed.

para sa akoa dili illegal ang vpn. if the use of vpn is illegal then ang ISP itself shud block vpn tunneling pero mga isp mismo naa vpn nga business.

the servers gigamit sa vpn is not for free. kun naa man gani nanghatag ug free access sa vpn then that person is generous enough to share kay he is the one paying for the servers so that others can have internet.

there's definitely wrong with your understanding bout vpn's.. no offense hehe

YES, gabayad ang uban dha sa servers that has connection to the internet. but to get to these servers you will need ISP's infrastructure, in this case ang signal sa smart/globe/sun. unya ga-bayad ba kha ni mga tawhana sa pag gamit sa resources sa ISP? dha na mausab ang storya. theres no such thing as free, di bya lalim magpatukod ug tower pra mka provide ug signal. pla kha gasto (initial capital + operating expenses). mao mahal ang LEGAL internet connection. pro ang uban dra nga "free" loader lang mka provide dayon ug internet for as low as P75/mo.

true, ang isp mismo naa vpn nga business.
BUT you forgot something... they are using their own hardware, including the usb modems which are supposed to be used exclusively.
