^precisely, otherwise they would have specified as indicated. That is why the constitution is divided into articles, because a particular section does not automatically apply to another article/section. The judicial department has different set of process and limitations of appointments compared to appointments made in the executive departments. It would be inconsistent if a specification on the appointment of a Judicial officer is mentioned in Article VII, when it is after all titled "Executive Departments".

That section (15) belongs to Article VII, explicitly labeled as "Executive Department"--meaning the sections it incorporates are meant only to encompass the executive department (the limitations, the framework, THE APPOINTMENTS). Take the time to skim over Article VIII explicitly labeled "Judicial Department" it has its own section regarding the appointments in the judicial body.
