but lantawa ang implementation : ang most obvious is the LP choice of "leader" in the 1st District and 6th District. Both Gullas and Quisumbing involved in the Napoles PDAF scam. Unless tumo-tumo tong nanggawas sa rappler, and inquirer, etc...
Gullas reportedly allocated P25 Million for a tuba-tuba plantation! kadaghan sa manghililot sa talisay ana ang maka benepisyo.
Si QUisumbing and Gullas reportedly allocated P2 Million and P9 Million, respectively, for "Muslim Communities" heheheh
And so far, neither deigned to answer these reports.

Roxas may do okay as some sort of technocrat but I am sorry, he is hopelessly incompetent as a leader. Even if true, all the good he has done for BPOs, pales in comparison with how he handled the Yolanda relief and rehabilitaiton efforts. Anyone from Ormoc, Tacloban and other parts of Leyte will attest to that. He cannot even count dead bodies properly.
