bai, Noynoy implemented the policy on the sole purpose that he or any other public official are not given VIP treatment just because they hold those positions. That's why the policy is dumb. They're supposed to have VIP treatment, otherwise national security risk na nah! Mao bitaw tong na-late siyag kapila sa sugod sa iyang termino. And it turns out his convoy still expects the same VIP treatment. The 'No Wang-Wang Policy' will only confuse and conflict with the Presidential Security doctrine. Seriously, I don't want authority figures abusing their sirens, but I would hate the inconsistency of the policy and its implementation even more.

...therefore, authorized jud ang president to USE the sirens. It is there for a reason. It is not there to display of privileges it is there for his security. And that is the premise the president used for the implementation of the policy. Kani nga incident is isolated and may gani "confusion" ray na resulta ani. There were numerous times when the pres. convoy actually got stuck in traffic--and that's a no-no with regards to transportation of VIPs. Pascua refused to yield because he was not aware of the convoy, and got into a confrontation only when asked by sweepers (who were BTW un-badged) to pull aside. According sa mga accounts, he didn't know that there was a convoy until the sweepers told him. Kung naa pa ni sirens, most likely he would have pulled aside. Confrontation averted. I just think that not using the sirens will complicate PSG protocol.

the point is, he shouldn't have implemented it in the first place. Sirens will make it easier for the PSG to do their job. Time to review that policy. If you have sirens blaring and someone tries to impede the convoy, that usually means they are up to something. If you don't have sirens blaring, you can't ascertain what they are up to. Basin ga-tangga2x sila or naa silay intent to harm. It's a whole lot harder to neutralize something that way. Second-guessing is not ideal for that kind of trade.

Again, how do you know if there is a VIP convoy behind you if you don't hear or see sirens?

The policy is there tungod sa abusado, but really mag-example pajud si PNoy ana nga it would definitely jeopardize his well-being? And I know naa jud mga anti-PNoy that will say that he needs to lead by example. In this case, no, he does not, because the price is the safety of the head of state.
