That section (15) belongs to Article VII, explicitly labeled as "Executive Department"--meaning the sections it incorporates are meant only to encompass the executive department (the limitations, the framework, THE APPOINTMENTS). Take the time to skim over Article VIII explicitly labeled "Judicial Department" it has its own section regarding the appointments in the judicial body.

There is a clear distinction of appointments within the executive and judicial departments...The 1987 constitution as flawed as it is, at least made those distinctions clear.Article VIII Section 9.
