kanang waiver dako na kaayo na ug tabang para sa mga mo trabaho sa iraq. if ibutang lang nato no di pa kaayo safe ang iraq, pwede man ang selected travel ban sa iraq. katong heavily progressive areas adto ra pwede mo work ang mga pinoy, then ang katong medyo risky pa di lang sa didto. pareho gud na diri sa atoa nga ang mga europeans are advised by their consulate offices diri nga they can go anywhere in visayas and luzon but they are adviced not to go to mindanao especially sa basilan area.

kita ko ani nga article ai, pwede ra gyud diay maka trabaho sa iraq.

Vice President Noli De Castro proposed yesterday to the Department of Foreign Affairs (DFA) and Department of Labor and Employment (DOLE) a selective deployment ban in Iraq, Lebanon and Nigeria.

De Castro made the proposal during a meeting with DFA officials led by Ambassador Roy Cimatau, head of the Middle East Preparedness Team (MEPT), before his group leaves for the three countries for assessment security mission.

He said that the three countries will be reassessed on security risk to determine whether it will be safe for overseas Filipino workers (OFWs) to be deployed.

“What I proposed to the DFA and DOLE was a selective ban on these countries. We only seek to lift the ban in areas where there are concentration of work activities, while those areas considered still high risk, the deployment ban shall remain,” De Castro said.

He explained that there are areas as centers of economic activities in the three countries and where the security situation was reported to have normalized.

Aside from Iraq, Lebanon and Nigeria, the government also imposed a ban in Jordan and Afghanistan.

The Vice President met last month with the Iraqi delegation led by the Minister of Construction and Housing Beyan Ismail Dezei during a visit to Manila who informed the government that over 10 million new job opportunities are available in Iraq for post-war rehabilitation projects.

“We seek to lift the deployment ban on these countries in order to widen our overseas employment market in the light of the global economic crisis. But the safety and welfare of our OFWs outweigh the economic effects that is why the decision of lifting the ban will be carefully studied,” De Castro added.

He said Iraq’s need for foreign workers may open opportunities for OFWs but it will depend on the security assessment of the DFA.

The DFA was supposed to release the latest security assessment last December.

Labor Secretary Marianito Roque said he had also requested the DFA to assess the security situation in Iraq because of improvement in security there.

Roque said there is already a shortage of 30,000 construction workers in Iraq.

“Our request with the DFA is to give us security assessment to see how safe there,” Roque said.

In November, Roque said the government was not likely to immediately lift the ban on the deployment of its citizens to Iraq.

Roque and his Iraqi counterpart had discussed the government’s deployment ban during the 2nd Global Forum on

Migration and Development (GFMD) in Manila and Iraq in October and the Iraqi official asked for the lifting of the ban.

He explained that another factor to be considered in lifting the ban is the new policy under the administration of President Barack Obama on the US forces and US military camps in Iraq where around 10,000 undocumented Filipino workers are working.

Iraq said it needs 10 million foreign workers mostly for reconstruction and infrastructure projects to begin this year in Northern Iraq as it expressed optimism that the Philippine government will finally lift the deployment ban to allow Filipino workers to work there.

Charge d’Affaires Adel Mawlood Hamoudi Al-Hakimh, of the Iraq Embassy in Manila, said in an interview that Iraq needs the Filipino workers’ help and experience for reconstruction and infrastructure projects with a US$19-million fund from the Iraqi government.

The DFA said most transactions to recruit OFWs to Iraq are done in the internet that is very difficult for government agencies to monitor.

Assistant Secretary Jesus Yabes admitted that the travel ban to Iraq does not prevent Filipino workers from going to Iraq.

The Philippine government implemented a travel ban to Iraq and began placing stamps on Philippine passport that the travel document is not valid for travel to Iraq following the abduction of Filipino truck driver Angelo Dela Cruz in 2004 who was subsequently released after the alleged payment of ransom.

The DFA had directed Philippine ambassadors to countries neighboring Iraq to intensify cooperation with their host Governments to enforce the ban.

The DFA reiterated that the ban on the deployment of OFWs to Iraq still stands. The ban has not yet been lifted even as foreign companies continue to entice Filipino workers to work in Iraq.

Thousands of Filipinos still managed to enter Iraq illegally that prompted Manila to request countries bordering Iraq not to allow Filipinos pass their borders into Iraqi territory despite the deployment ban.
