    Philippines has all the Laws and Ordinances, but with out strict Implementation it is still useless.

    Lawmakers are good in Making laws, but they SUCKS! BIGTIME on implementing it.

    Reason lots of Filipinos didn't even bother to follow it! Hek!, even simple "No Throwing of Garbage" and "No Smoking" ordinance could not even implement it well.

    Media needs to cooperate with the Government, rather than Thinking on how much they can earn on each advertising, someone needs to be put on TV as an example that they are strictly implementing those ordinances.

    run those "SHAME on YOU TV" for 1 year and lets see if there are no improvements.
